With a foundation built in firm ground with strong sources of support, one can withstand any storm or quake. By relying on unstable and inconsistent sources, even a gentle breeze will be a threat to the life one has made. It is not easy to build a solid foundation, but it is even harder to continue to rebuild a faulty shelter.
